The Twenty-seven close the migration pact in the EU after years of negotiation

The Twenty seven have certified this Wednesday that there is a sufficient majority to establish their position on the key crisis mechanism in the reform of the asylum and migration policy of the European Union after year of negotiation. In this way, the last open obstacle is overcome so that governments and the European Parliament can resume negotiations in order to close the Migration Pact before the end of the European legislature in June of next year.

The adoption of the mandate on the mechanism took place in a meeting at the level of ambassadors in Brussels, as various diplomatic sources have informed Europa Press, after Germany and Italy have resolved the dispute between them regarding the situation of NGOs carrying out rescue tasks in the Mediterranean. The transalpine country demanded tougher measures while the German Executive demanded more safeguards for families and minors.

The agreement comes on the eve of the Cumbe that will be held from this Thursday in Grenade and which brings together the heads of State and Government of the EU. Furthermore, the current moment is especially delicate due to the partners’ fear of a new migration crisis.

The truth is that the Interior Ministers already achieved an “unquestionable majority” last week, in the words of the Spanish minister. Fernando Grande-Marlaska, which allowed red lines to be established in the negotiation with Parliament after Berlin withdrew its reservations. However, he chose to give more time to Italy so that he could explain the agreement within his government and thus also be able to count on the support of this country.

This will be the new mechanism

The new mechanism further restricts the acceptance of requests for asylum. In addition, it extends the time in which people can remain in border centers in times of heavy arrivals, tightens entry requirements and also accelerates the returns of all those who do not comply with the demands to remain in the community territory.

Similarly, it includes the concept of “instrumentalization” of migration, which will be used when a country is the target of an attempted destabilization. The renunciation of the entry countries to a system of mandatory quotas, however, still does not convince Poland and Hungarywho flatly reject any responsibility for the migration management of other EU partners and remain against the agreement reached.
