ERC wants to return to Marlaska its law on explosive precursors for not having the Mossos


The Esquerra Republicana (ERC) will defend next week in the plenary session of Congress a complete amendment requesting that the reform of the Explosives Precursors Law be returned to the Government, alleging that it continues to centralize all control in the Secretary of State of the Ministry of the Interior, ceasing to alongside regional police forces such as the Mossos d’Esquadra.

The bill was approved in the Council of Ministers last March, but two months of extensions have passed until its first debate and vote will be held in Congress, in the plenary session next Thursday. Predictably, the Government’s law will be defended by the Minister of the Interior, Fernando Grande-Marlaska.

In its amendment, collected by Europa Press, ERC underlines that “in recent years the essential need for access to information and coordination between security forces has been highlighted, especially at times of maximum terrorist alert and in those who have the competence for the prevention and protection of Citizen Security”.


As he recalls, the Mossos d’Esquadra, as a result of the attacks on the Ramblas in 2017, launched coordination actions between units to obtain “an immediate response to the alarm of suspected massive purchases of so-called explosive precursors”.

In his opinion, “it is important that these units have access to the flow of information and can be considered inspection authorities since a comprehensive police force” such as the Mossos “must be able to carry out its preventive function with all the tools at its disposal.”

On the other hand, they denounce that “the bill proposed by the Government continues to leave all functions, from the issuance and revocation of licenses, through the consideration of “national point of contact” in the exclusive hands of the Secretary of State for Security. With regard to the inspection authorities, they see the wording as ambiguous because it is not clear or delimited what the function of the autonomous bodies is.

In this sense, ERC demands that “this anomaly be corrected” and, from the outset, will request the withdrawal of the project in plenary session of Congress.
