Alberto Fernández does not clarify if he will be a candidate for the presidential elections in Argentina and charges against judicial harassment

The president of Argentina, Alberto Fernandez, gave this Wednesday the fourth and last speech of his term at the opening of sessions of Congress. He did it accompanied, for the first time in history, by three women: the vice president, Cristina Fernandez de Kirchnerthe head of the Chamber of Deputies, Cecilia Moreauand the provisional president of the Senate, Claudia Ledesma Abdala de Zamora.

For more than two hours, the president made a detailed review of his management, defended his “moderation” and highlighted his proposal to move towards a new utopia by stating that “for us to govern is to generate equality“. The president, in turn, faced harshly against the Judiciary and also defended the impeachment of the Court in front of the immobile face of the ministers Horace Rosatti and Carlos Rosenkrantz.

Although the thing did not stop there. The president also clashed with the Government of the Autonomous City of Buenos Aires, also known as CABAdue to the dispute around the cooperation funds, before the head of the Buenos Aires Government –a native of Buenos Aires–, Horacio Rodriguez Larreta. Finally, he repudiated the assassination attempt on Cristina Fernández de Kirchner and denounced that the Judiciary sought “her political disqualification” from her.

“Does anyone really believe that they have a better future if adjustment policies are imposed?” said Alberto Fernández

The head of state did not speak of his political future, but took advantage of the occasion and launched a message in a tone of election campaign: “Does anyone really believe that they have a better future if adjustment policies, reduction of rights and a greater concentration of income are imposed? This has already been tried and we know the results,” said Alberto Fernández, and concluded: “The currency is in the air. It’s time to be the architects of our own destiny.”

Chronology of the day in front of the Congress

The day started early in front of the Congress. A few organizations marched to accompany the president, even Movimiento Evita, who had said they would not, and then changed their minds. The walls around the legislative palace woke up papered with posters that had the face of Alberto Fernández and could read: “Alberto 2023. For everything we did and for what remains to be done“However, beyond that message, in his speech, the president did not make any direct allusion to his intentions to be re-elected and that, in principle, was well seen by the vice president’s supporters.

The Legislative Assembly is chaired by three women for the first time in Argentina

At around 11:30 in the morning, Cristina Fernández de Kirchner received the president on the steps of Congress. She did it with a “normal” greeting and with a smiling gesture on her face. When she took the floor, CFK mentioned that the Legislative Assembly is presided over for the first time was presided over by three women.

Ministers from all sectors of the ruling party were sitting in the enclosure, only two members of the Supreme Court of Justice (Carlos Rosenkrantz and Horacio Rosatti), the governors Alberto Rodriguez Saa, Sergio Zillioto, Raul Jalil and Gustavo Bordet. In addition, mayors, trade unionists, leaders of social and human rights movements attended, as well as people related to different social groups that were benefited by government policies such as Casa Propia, Accompanying and Empowering Work, among others. .

An ex-combatant from Malvinas, a doctor, a construction worker and university rectors joined this act. The only legislator from the Frente de Todos – the ruling political coalition in Argentina – who was not present was the deputy maximum kirchnerwho according to reports had scheduled a visit to a retirement center in the Buenos Aires district of La Matanza.

A speech with thanks

“This is the story of people who, thanks to different policies, have changed their lives,” said the president.

The president clung to this unusual resource at the opening of the session and throughout his speech he mentioned them one by one. “Thank you Cristina and Alberto! Thank you,” he heard shouting moved to one of them. “This is the story of flesh and blood people who, thanks to different policies, have changed their lives,” said the president. The presence of the beneficiaries of the Government’s plans and works is unusual and was perhaps the closest thing to an electoral campaign scene.

The highlight of the speech, and what irritated the opposition the most, was the section in which Fernández questioned the Judiciary. After finishing the speech, the President returned to The pink House -seat of the Executive Power of the Argentine Republic- and had lunch in his office with the spokesperson, Gabriela Cerrutti, the secretary general of the presidency, Julio Vitobello and with the chief and deputy chief of staff, Augustine Rossi and Juan Manuel Olmos. There they evaluated that the speech was “very good”, and regarding the criticism of the Court they said that “it is what it always says, but it was strong to say it in the room and with them in front of them”.

Criticism of Justice

Almost at the end of his speech, Fernández dedicated himself fully to questioning the Judiciary. He said that he put an end to “the basements of democracy”, and added that “such work is useless if members of the Justice and the Public ministry are intertwined in non-transparent ties with businessmen or political emissaries who operate as authentic factors of power”, and continued to recall the chats in Lago Escondido.

“The judiciary has not had public confidence for a long time, it does not work effectively,” Fernández said.

“He took what many of us denounced: the collusion between some magistrates, media businessmen, former intelligence agents and politicians. Power of attorney It hasn’t had public confidence for a long time, it doesn’t work effectively and it doesn’t show itself with the required independence vis-à-vis the factual and political powers,” he stressed, always looking to the side where Rosatti and Rosenkrantz were sitting.

The president also mentioned that he sent a judicial reform project, which was approved by the Senate, but never discussed in the Chamber of Deputies, and denounced the interference of the Power of attorney in the Executive and Legislative: “The institutional gravity that all this supposes is capital.” Fernández clarified that it was for this action that he submitted the request for impeachment.

Along these lines, he clarified that there is no no attack against Justice. “Those who attacked the Constitution They are the ones who set up judicial tables and persecuted judges, journalists, opposition politicians and even their own colleagues with state resources. Now do not try to give lessons in institutionality and democratic fervor,” he said, raising his voice and generating a reaction from the opposition.

What he said about Cristina Fernández de Kirchner

That was the kick he used to talk about the vice president. “A few months ago this organization crowned her performance with a sentence in the first instance to the vice president. They did it after simulating a trial in which the minimum forms of due process were not taken care of and accusations that bordered on the legal absurdity were formulated seeking their disablement politics”, he expressed and opined that “the person is punished for what he is and not for what he has done. Any scholar of criminal law would be astonished at such a setback.”

The president asks the Justice to deepen the investigation into the assassination attempt on Fernández de Kirchner

Earlier he made a quick allusion to the assassination attempt. She spoke of the 40 years of democracy and explained that “six months ago we were faced with one of the most unfortunate episodes experienced in these forty years, as was the assassination attempt on our vice president. I once again demand that Justice deepen the investigation of that fact, that it try and sentence who were the material and intellectual authors of that attempted murder. I ask you to act with the same urgency with which you file cases in which powerful judges, prosecutors or businessmen appear as defendants.” Ministers Horacio Rosatti and Carlos Rosenkrantz were left stone-faced.

Discussion for co-participation

Another axis that Fernández touched on to question the Court was the discussion for cooperation funds. “The Court assured the CABA of co-participating resources that do not correspond to it, contrary to the Co-participation law,” he said and assured that “ethically we are obliged to put an end to so much inequality.” Finally, he denounced “the meddling of Justice in the execution of the budget because it jeopardizes the redistributive logic of the Federal Coparticipation law, causing severe damage to the balance of public accounts”. The governors applauded with a smile and the opponents roared.

economy in the country

When the president spoke about the economy, the minister Sergio Massa I was looking at him from a box accompanied by other former presidents of the Chamber of Deputies, Julián Domínguez and Eduardo Camaño. “I want to point out and thank Massa for his commitment here, who left the Presidency of this Chamber to join the complex task of leading the Ministry of Economy,” he remarked.

In turn, Fernández highlighted that the economy registered an increase of 5.4% during 2022 and clarified that it is necessary to better distribute wealth. He said that the Government complied with the proposed fiscal guidelines and clarified that it does not shy away from the problem of inflation, which he described as “a central factor of disorganization of our economy.” “We are committed to reducing it,” he promised. Then, he pointed out that it is necessary to achieve fiscal balance and that for this “we do not need the International Monetary Fund to say so.” Finally, he highlighted that in 2022 they began the construction of the NK Gas Pipeline, which will be finished this year.

The rest of the areas

The president cited the company YPF, responsible for the production of electricity, gas, oil; to the enterprise arsat, telecommunications and Argentine airlines. “We are seeing how they anticipate a new privatization attack on public companies. That they do not come to do business with our patrimony,” he said, referring to the opposition.

Alberto Fernández added that the country has to advance in environmental laws

Regarding public works, he said that during his tenure, more than 3,000 works were completed and that in March he will have delivered his house to 85 families. He highlighted the policies of all the ministries and valued those linked to the human rights. He added that it is key advance environmental laws that establish new paradigms of sustainable development, such as the Law of Wetlands. In the educational area, he announced that they will present the law of Investment Expansionwhose objective is that investment in education go from 6% to 8% of the GDP.

The message for legislators

In the end, he addressed the deputies and senators directly. The opposition insulted the president when he spoke of the cooperation funds. In a crossroads of accusations with the deputy Fernando Iglesiasthe president told him “it is an honor that you insult me, deputy”, after praising on several occasions the law of Solidarity and Extraordinary Contribution to great fortunes
